Detective Sgt. Wilbur Wells graduated Maryland State Police Academy in 1955 and served proudly for over 34 years as a Maryland State Trooper.  Wilbur was the Annapolis Barrack Sgt. for 18 years which had over 35 Troopers assigned. His leadership style was to be on the front lines with his Troopers taking care of them (fondly called "Wells Warriors").  One such example was when a Trooper was shot during a stakeout his heroic quick thinking helped save that Trooper's life! He was a Tactical Leader during the 1968 riots in Cambridge/Baltimore City/University of MD where he was seriously injured. Hand selected to attend Traffic Institute/Northwestern University, a 1-year fellowship program for Police from around the world. In retirement, he served two successful terms as president of the Maryland State Police Alumni.

Wilbur was a native of Anne Arundel County and a US Navy Veteran. He was a Blue & Gold Officer at USNA, mentoring potential candidates. One record setting year, he had 10 students from Severna Park High School admitted to USNA.  He set up the Parents & Sponsors Program at USNA serving as the Charter President.  He was also a life member of the Severna Park Elks & Masons.

Wilbur married Betty Winkelmeyer working together as a team on everything they did for over 48 years.  Their son, Lt Col Maynard Scott "Ozzie" Osborne ANG (Ret), graduated from the USNA and former FBI Agent himself through his father's guidance. Ozzie and his wife Karen have three children, Justin, Ryan and Kaitlyn.  These grandchildren were the light of his life and he enjoyed every minute he spent with them.

Family and friends may visit on Wednesday, March 7, & Thursday, March 8, from 2-4 pm and 6-8 pm at Barranco & Sons, P.A. Severna Park Funeral Home, 495 Ritchie Highway, in Severna Park. A Funeral Service will be held on Friday, March 9, at 9:30 AM at Pasadena United Methodist Church, 61N. Ritchie Highway, Pasadena, MD. Interment to follow in Glen Haven Memorial Park in Glen Burnie.

A Reception to follow at 12 noon at Chartwell Golf & Country Club, 1 Chartwell Drive, Severna Park, MD 21146.
