Ruth Ellen (Foster) Phillips (formerly Siemer), born December 1, 1929 in Baltimore; passed peacefully late Sunday evening February 23, 2014. Ruth is survived by her daughter-in-law Sheila Siemer; Daughters Carol Baines and Susan Morrison; Sons Kenneth Phillips and Steven Phillips. Ruth has nine grandchildren and seven great grandchildren.
A Private service will be held at a later date in Arlington National Cemetery.
