Robert "Bob" J. Dvorak, 85, of Annapolis, MD, passed away on November 13, 2023. Born October 31, 1938, in Baltimore, MD, to Albert J. and Elizabeth H. Dvorak, Bob grew up in eastern Baltimore County. He graduated from Kenwood High School in 1956, planning to enlist in the Air Force. Due to his father's death during his senior year of high school, he deferred enlisting at his mother's request. Later, he joined the Maryland Air National Guard, rising through the ranks and receiving a commission. He retired as a Major after serving 27 years.
After high school, Bob followed in his father's footsteps as a machinist at Bethlehem Steel and the Sparrows Point Shipyard. After being laid off, he decided to make a career change and enrolled at the University of Baltimore, earning his Bachelor's of Science in Accounting in 1967, and a Masters in Administration (Business Management) from George Washington University in 1974, while working full time and serving in the Air National Guard.
In 1968, at the urging of a fellow Air National Guard officer, Bob began working for Anne Arundel County as a Senior Accountant in the Finance Office. He moved into various roles in the county under County Executives Alton, Pascal, and Lighthizer before he retired as Fire Administrator in 1984.
In 1990, with the election of Anne Arundel County Executive Neall, Bob returned to the county government as Chief of Staff. He subsequently held a variety of positions, including Director of Inspections & Permits, Planning & Zoning Officer, and Director of Planning and Code Enforcement. His last position was Chief Administrative Officer for John Gary, which he retired from in 1997, having served under all five county executives during his career.
In addition to his employment with the county and the Air National Guard, Bob was a part-time instructor at Anne Arundel Community College for 16 years and had an accounting practice for small businesses.
Bob collected railroad memorabilia, in particular the Baltimore & Ohio; Washington, Baltimore, & Annapolis; and Patapsco & Back Rivers railroads. After he retired, he enjoyed spending time with his family, watching IndyCar racing and the Baltimore Ravens, and following the stock market.
Bob will be greatly missed by his beloved family: his wife of 62 years, Frances Dvorak; his children, Lisa and Grant Dvorak; his daughter-in-law, Amy Dvorak; and his grandchildren, Emily and Andrew Dvorak. His sister, Ruth Morris McClements of Dover, DE, passed in 2021. A private service for immediate family will be held.
