Jeffrey was born to Barbara L. Conboy ( Corwin) and John E. Conboy on February 26, 1984 in Cheverly, MD. He was raised in Mitchelville, MD.

He attended St. Mary's Catholic School in Landover Hills, MD, Archbishop Spalding High School in Severn, MD and earned his Bachelor's degree at the University of Maryland College Park in Economics. He went on to become a Senior Financial Analyst with the Department of Justice.

His hobbies and interests include politics, economics, podcasts, poker, action-thriller and sci-fi/adventure movies, video games, and watching YouTube videos of otters.

He is survived by his parents, Barbara L. Conboy of Arnold, MD and John E. Conboy of Bowie, MD; his sister Sara L. Conboy of Atlanta, GA ; his grandmother Mary Kay Corwin of Annapolis, MD; and aunts, uncles, and cousins. He is preceded in death by his brother, Justin E. Conboy.

In lieu of flowers, memorial contributions may be made to St. Jude's Children's Research Hospital, 501 St. Jude Place, Memphis, TN 38105.

A funeral mass will be held at St. Andrew by the Bay Catholic Church, 701 College Parkway, Annapolis, MD 21409 on April 27 at 11:00 am.
