On August 16, 2025, James Robert Biggs passed on from this world, surrounded by loved ones, while at his home.  Born July 26, 1954, in Elkton, MD, he moved and attended various schools on the Eastern Shore and spent many memorable summers with his grandparents and extended family members in Betterton, MD. He graduated from Queen Anne High School in 1972.

He joined the U.S. Navy on Sept. 11, 1975, along with his brother, Bryan. Amongst the group of recruits who were reporting to boot camp on the same day included his future wife, Kim Biggs (neé) Jester.  He was an Electronics Warfare Systems Technician and ultimately obtained the rate of Chief Petty Officer.  He proudly served on board the USS Knox (FF1052) for 4 years. The ship visited many ports in the South Pacific, including Thailand, Hong Kong, Japan, Australia, Singapore, Australia, South Korea, and Diego Garcia.  His military medals include Good Conduct, Navy Expeditionary, and Sea Service.

His ship mobilized to the Gulf of Oman to support Operation Eagle Claw during the 1979 hostage standoff at the U.S. Embassy in Tehran, Iran.  Before separating from active duty, he and Kim spent 45 days driving across the United States, enjoying the sights of America.

After leaving active duty, he joined the Naval Reserves for 9 years and relocated to Annapolis, MD, in 1982. He continued his profession in Computer Security, traveling throughout the United States for his job.  He received numerous professional citations and certifications for his accomplishments in the IT profession. He worked for various companies such as Honeywell, Ford Aerospace, Loral Aerospace, Computer Science Corporation, ManTech in Leeds, England, JP Morgan in New York City, Metlife in Troy, NY, and ROI in Boulder, Colorado.

He retired in 2018 and enjoyed crabbing, sailing, traveling, and driving across the U.S. with his son, who was reporting for duty at various Coast Guard Stations.  His passion for sailing was shared with his many friends and loved ones. He also enjoyed playing with his son's dog, Scooby.

He is survived by his wife of 48 years, Kim Biggs of Arnold, MD, his son Christopher Biggs of Arnold, MD, his mother, Jane Biggs of North East, MD, brothers Bernie Biggs of North East, MD, Bryan Biggs (Karen) of Pensacola, FL, Randy Biggs (Brenda) of Homosassa, FL, aunt Alice Oberender (David) of Fallston, MD, uncle Francis Ellis of St. Petersburg, FL, sister-n-law, Ellen McGreevy (Anthony) of White Hall, MD and numerous cousins, nieces and nephews.

Family and friends may visit on Monday, August 25, 2025, from 7 pm to 9 pm at Barranco Severna Park Funeral Home & Cremation Care, P.A., 495 Ritchie Hwy, Severna Park, MD 21146.

Interment will be private.
