He was born on October 28, 1945, in Cleveland, OH, and raised in Niles, MI. He and his family later moved to Royal Oak, MI. David briefly lived in Paris, France, and then in Aix-en-Provence, France, before settling in Severna Park, MD.
David earned a Bachelor's degree from the University of Maryland Baltimore County (UMBC), attended the Sorbonne University, Paris, Sciences Po Aix in Aix-en-Provence, France, the Institut Européen des Hautes Études Internationales, where he received a Certificat, European Unity, and finally earned a Ph.D. from Northern Illinois University.
