Carla M. Logan of Millersville, MD passed on January 07, 2012 at age 63. Carla was born and raised in Rehoboth, Delaware. She graduated from the University of Delaware with a Bachelors of Science degree in Biology and a Masters of Science degree in Marine Biology. Her master's thesis examined feeding & growth cycles in marine crabs. Carla began her professional career as an Environmental Consultant specializing in industrial pollution of the regional waters surrounding New York City. She moved to Maryland in the early 1990's, joined Constellation Energy, and directed environmental remediation of multiple RCRA "Superfund" sites. She managed water quality projects later that decade and received the YWCA of Annapolis Award to Women in Industry. Carla was a founding member of Constellation Nuclear Services LLC in the early 2000's and worked on power plant license extensions. She returned to Constellation Energy as Director of Environmental Services mid decade and received EPRI's Award for Contribution to the Electric Utility Industry. Most recently, she teamed with legal and industrial experts to shape US Clean Water Act 316(b) legislation and in 2010 received the Coastal America Partnership Award from President Barack Obama for project management of the Hail Cove Habitat Restoration project. Carla continued as Director of Environmental Services until her death, often consulting to UniStar Nuclear LLC and commenting on environmental legislation.
During Carla's residence in Maryland, she fell in love with the Chesapeake Bay, sailing, and Ray. She and Ray sailed their Sabre 386 "Sapphire2" from Solomons Island, Maryland and enjoyed cruising the Bay, competing in sail boat regattas, and spending time in Annapolis. She enjoyed memberships in the Nyack, NY and Old Point Comfort, VA Yacht Clubs, Caribbean cruses on the 3 masted schooner Arabella, and visits to the Eastern Shore. Carla served as President and Chairman of the Board for the Greater Severna Park Chamber of Commerce and received an ASPIRE award for her work with the Watershed Action Group. She loved her dachshund Madchen, marine art, fine crafts, reading, hiking, seashores, national parks, and world travel. She was an avid skier who mastered Vail's back bowls in winter and nearby rivers in summer. She was a proficient horticulturist; raising orchids, gardening, and capturing rare blooms in her photographs. She was also a gracious host and gourmet who enjoyed wine and preparing dishes of the crab she once studied.
Carla is survived by her partner, Ray Lewis; her parents, Edwina and Richard Mootz; sisters, Freda Norris, Maida (Henry) Graves, Resi (Phillip) Wolfe; two nieces; 3 nephews; 5 great nieces; and 3 great nephews.
A Gathering of friends and family will be held from 2-4 pm Saturday, January 14, 2012 at Barranco & Sons P.A. Severna Park Funeral Home, 495 Ritchie Hwy, Severna Park. In lieu of flowers, Carla's wish was that donations be made to the Chesapeake Bay Foundation, Attn: Membership Department, 6 Herndon Avenue, Annapolis, MD 21403 or the Hospice of the Chesapeake, 445 Defense Highway, Annapolis, MD 21401.
